
Born in Bethesda, Maryland, September 2, 1949. Attended Montgomery High School, graduating in 1968, and Montgomery College. Served as a coordinator for the 4-H Club of Montgomery County in 1974 and worked as a Head Start teacher for Montgomery County Public Schools from 1974 to 1976, becoming the first male Head Start teacher. Career experience includes serving as the Chief Legislative Officer for Congressman Newton Steers (MD-8) from 1976 to 1978, a Legislative Assistant for Representative Melvin H. Evans (USVI) from 1979 to 1981, and a Special Assistant at the U.S. Small Business Administration. Has served as Director of Public Affairs at Bold Concepts, Inc. since 1986 and as President/Founder of the Victims' Rights Foundation since 1996. Additionally, served as the UpCounty Regional Services Director for Montgomery County Government from 2022 to 2024.
