
Born in Oakland, Maryland, Jim Hinebaugh graduated from Southern Garrett High School in 1964. He earned a B.S. in Computer Science/Math from the University of Southern Mississippi in 1974, and an MBA in Public Administration from Shippensburg University. His military education includes the Command General Staff College, the Army War College, and U.S. Army Airborne School. Hinebaugh served in the U.S. Army for 29 years, retiring as a Colonel, with service including commands in Vietnam and Germany, as well as leadership roles at the Red River Army Depot, Defense Industrial Supply Center, and Defense Distribution Center East. Following his military service, he was the Garrett County Director of Economic Development from 1995 to 2012, Director of Operations at Railey Mountain Lake Vacations from 2012 to 2014, and a Garrett County Commissioner from 2014 to 2022. He was elected to the Maryland House of Delegates in November 2022 and has been a member since January 11, 2023.
