Lynn was born in Los Angeles. He earned a bachelor's degree from the University of Arizona in 1959 and a master's degree from California State University Long Beach in 1962. Lynn's professional experience included working as an associate real estate broker with Prudential Vista/Century 21 Anchorage and as a teacher in California and Alaska. Lynn served as a Major in the United States Air Force. He maintained a blog for more than ten years during his tenure as a legislator.
