Penelope Tsernoglou was born in Detroit, Michigan. Tsernoglou earned an undergraduate degree in psychology and sociology from the University of Michigan and a law degree from Michigan State University. His career experience includes working as a defense attorney. Tsernoglou has served on the East Lansing Human Relations Commission, the Capital Area Michigan Works! Board, and the Ingham Drain Board of Determination.
