O'Scanlon earned his B.S. in finance and his B.A. in psychology from Monmouth University in 1986. His professional experience includes serving as chief executive officer of FSD Enterprises LLC. Prior to his election to the Assembly, O'Scanlon served on the Little Silver Council from 1994 to 2007.
