
Malcolm P. Ruff was born in Baltimore, Maryland, on April 18, 1984. He attended the Gilman School in Baltimore, graduating in 2002. He earned a B.A. in African-American/Black Studies from Duke University in 2006 and a J.D. from the University of Baltimore School of Law in 2012. Professionally, he has served as an Assistant State's Attorney for both Baltimore County and Baltimore City. He worked as a Senior Associate Trial Attorney at Saller & Biship from 2014 to 2018, and has been a Trial Attorney at Murphy, Flacon & Murphy since 2018. A member of the Maryland House of Delegates since July 6, 2023, he has served on various committees including the Appropriations Committee and the Legislative Black Caucus of Maryland.
