Cathi Forbes was born in Cleveland, Ohio. She attended Charles F. Brush High School in Lyndhurst, Ohio, and graduated from Allegheny College in Meadville, PA, with a B.A. in English and Art History in 1987. Her professional career included serving as a Director of Information Services at Henry J. Kaufman & Associates, a Marketing Associate at TCOM Systems, Inc., a Senior Line Designer and Researcher at Barton Cotton, a Campaign Manager for the Mike Ertel for Baltimore County Council campaign, and a Mediation Coordinator for the Orphans Court in Baltimore County. She served as a volunteer for Baltimore County Public Schools from 2000 to 2016 and has been a member of the Board of Directors for the Children's Playhouse of Maryland since 2015. She is also a founding member of Towson Families United.
