Born in Philadelphia, Pennsylvania, July 27, 1936. Delegate Ciliberti is an Associate Professor at Bowie State College of Education and an Adjunct Professor at the University of Maryland University College. He is a co-editor of Toward Defining Literacy (1990). He served in the House of Delegates from 1995 to 1999 representing District 39, Montgomery County. He was appointed to the House of Delegates and sworn in on February 4, 2015, and was subsequently elected in November 2018. His public service includes roles with the State Water Quality Advisory Committee, the National Graduate Fellows Program Fellowship Board, and the National Advisory Council on Adult Education.
