Born in Shanghai, China, Lily Qi holds an M.A. in Organizational and Interpersonal Communication from Ohio University (1993) and an M.B.A. from the American University, Kogod School of Business (2001). Her professional career includes serving as Vice-President of Business Development and Marketing for the Washington, D.C. Economic Partnership from 2001 to 2005, Public Information Officer for the D.C. Department of Insurance, Securities and Banking from 2005 to 2008, Special Projects Director for the Montgomery County Executive Office from 2011 to 2015, and Assistant Chief Administrative Officer in the Montgomery County Executive Office from 2016 to 2018. First elected to the Maryland House of Delegates in 2018, she has been a member of the House since January 9, 2019.
