Luz Bay was born in the Philippines and lives in Dover, New Hampshire. Bay earned a B.S. in mathematics from the University of the Philippines in 1985, an M.S. in mathematics from Southern Illinois University at Carbondale in 1989, and a Ph.D. from Southern Illinois University at Carbondale in 1994. Her career experience includes working as an executive and a senior psychometrician with The College Board and the assistant vice president of Measured Progress.
