Sheila Ruth was born in Baltimore, Maryland on October 22, 1963. She graduated from Glenelg High School in Glenelg, Maryland in 1964 and attended the University of Maryland University College from 1982 to 1987. She received a B.S. in Liberal Arts and Technology from Villa Julie College in 1995. Her professional career includes experience as a computer specialist for the U.S. Government Accountability Office from 1982 to 1992, a computer analyst and website technologies instructor at Stevenson University from 1992 to 1999, and a publishing systems programmer at Attis Publishing Services from 1987 to 1989. She has been a self-employed website developer since 1995 and has served as President of Imaginator Press since 2003. She has been a member of the Maryland House of Delegates since January 31, 2020.
