Dawn Addis was born in San Francisco, California. Addis earned a bachelor's degree in art education and Spanish and a master's degree in special education from San Francisco State University. Her career experience includes working as an educator. Addis has been affiliated with the San Luis Coastal Teachers Association, the Student California Teachers Association, the Morro Bay Chamber of Commerce, the League of Women Voters, Rotary International, and the Morro Bay Open Space Alliance.
