Jim Minnix graduated from Scott Community High School in 1972. Minnix earned a degree from Colby Community College in 1974, a B.S. in agricultural economics from Kansas State University in 1977, a B.S. in business finance in 1978, and an M.B.A. from Kansas State University in 1980. He cofounded the Scott Community Foundation and served as a community leader with 4-H.
