Born in 1980 in a refugee camp in Malaysia, Pham came to the U.S. as a one-year-old refugee from Vietnam. His family was sponsored by a church and immigrated to Corvallis, Oregon. He attended Oregon State University and completed his dental degree and specialty training at Oregon Health & Sciences University and Doernbecher. A pediatric dentist and cancer survivor, he started his own dental practice to provide care for underserved children.
