Born in Harrisburg, Pennsylvania, Julie Palakovich Carr earned a B.A. in Biology from Boston University in 2005 and an M.S. in Biology from the University of Minnesota in 2007. She served as a Legislative Fellow in the Office of U.S. Senator Maria Cantwell from 2008 to 2009 and worked as a Public Policy Manager for the American Institute of Biological Sciences from 2009 to 2018. Additionally, she was the CEO and Co-Founder of Victory Guide from 2017 to 2020 and has served as a substitute teacher for Montgomery County Public Schools since 2023. She is a publisher of numerous articles of scientific research. Palakovich Carr served as a Rockville City Council Member from 2013 to 2019 and held various roles in municipal service, including on the Rockville Environment Commission and the Adequate Public Facilities Ordinance Review Committee. She was first elected to the Maryland House of Delegates in 2018 and has been a member since January 9, 2019.
