Toby Ann Stavisky was born in New York, New York. Stavisky graduated from the Bronx High School of Science. She earned her B.A. from Syracuse University, her M.A. from Queens College, and another M.A. from Hunter College. Her professional experience includes working as district manager for Northeast Queens for the 1980 Census, working in the actuarial department for an insurance company, and as a social studies teacher for New York City High Schools.
