Terry L. Baker graduated from Williamsport High School in 1973. He earned an A.A. from Hagerstown Community College in 1975 and a B.A. in Education from Auburn University in 1978. He worked as a Washington County Students Trades Coordinator at Washington County Technical High School from 1981 to 2015. His public service includes serving as a member of the Town Council for Clear Spring from 2002 to 2004, Assistant Mayor of Clear Spring from 2004 to 2006, and as a Washington County Board of County Commissioner from 2006 to 2022. He has served on the Hagerstown-Eastern Panhandle Metropolitan Planning Organization since 2014. He was elected to the Maryland House of Delegates in November 2022 and has been a member since January 11, 2023.
