Jen Terrasa was born in New York, New York, and attended Oakland Mills High School in Columbia, Maryland. She earned a B.A. in Sociology, summa cum laude, from the University of Maryland at College Park in 1992 and a J.D., summa cum laude, from the University of Baltimore School of Law in 1997. She served as a law clerk to Judge Howard S. Chasanow of the Court of Appeals from 1997 to 1998 and to Judge Lenore R. Gelfman of the Howard County Circuit Court from 1998 to 1999. Her career includes serving as an adjunct faculty member at the University of Baltimore School of Law from 2003 to 2006, working as a family law hotline attorney for the Women's Law Center of Maryland from 2000 to 2006, and serving as a member of the Howard County Council from 2006 to 2018. She was first elected to the Maryland House of Delegates in 2018 and has been a member of the House since January 9, 2019.
