Philip O'Neill was born in Washington, D.C. O'Neill earned a B.S. in business management from Sierra Nevada College. His career experience includes working as a division chief with the Nevada Department of Public Safety and as a consultant with the International Association of Chiefs of Police and the Federal Bureau of Investigation. O'Neill has volunteered with the Knights of Columbus and the Salvation Army of Carson City and Douglas County.
