
N. Scott Phillips was elected to the Maryland House of Delegates in November 2022 and has been a member of the House of Delegates since January 11, 2023. He holds a B.S. in Accounting from Virginia Union University (1983) and a J.D. from the University of Maryland, Francis King Carey School of Law (1989). Throughout his career, he has served as a Portfolio Executive at IBM Global Services (1983-2008), a Client Services Leader at IBM Global Services (2005-2012), a Managing Partner at N. Scott Phillips and Associates (1995-2014), and Director of Federal and Public Sector at Precision Task Group (2012-2014). Since 1989, he has served as the Managing Member of N. Scott Phillips Legal and Business Consulting Services, and since 2016, he has served as Project Director/Consultant for the MBDA Advanced Manufacturing Center. His public service includes his membership on the Commission on Juvenile Justice Reform and Emerging and Best Practices since 2024.
