Carolyn Hugley was born in Forrest City, Arkansas, and lives in Columbus, Georgia. Hugley graduated from Forrest City High School in 1975. She earned a B.A. in political science from the University of Arkansas at Pine Bluff and an M.P.A. from Mississippi State University. Hugley's career experience includes owning a local State Farm Insurance Agency and working as an independent contractor, a senior analyst with the Mississippi State Legislature's Joint Committee on Performance Evaluation and Expenditure Review, and the director of planning and economic development with the Lee County Council of Governments.
