Bynum earned her bachelor's degree in electrical engineering from Florida A&M University and her master's degree in business administration from the University of Michigan. Her career experience includes working as an engineer and a McDonald's franchise owner. Bynum volunteered with the Board of Trustees for the Ronald McDonald House Charities of Oregon, Business Oregon, the Center for Women’s Leadership, and the Oregon Commission on Black Affairs.
