Chip Neiman is a member of the Wyoming House of Representatives, representing District 1. He assumed office on January 4, 2021. His current term ends on January 4, 2027. House Republicans elected Neiman state speaker of the House on November 23, 2024. Neiman was born in Belle Fourche, South Dakota. He received a diploma from Hulett High School in 1985. Neiman was a rancher and small business owner. Neiman was elected to the state House in 2020. Before becoming House speaker, Neiman was the House majority floor leader from 2023 to 2024. Neiman was part of the Wyoming Freedom Caucus as of September 2025. The caucus' PAC described the caucus as a group of Republicans that champion "values such as smaller government, strong family values, and the protection of individual freedoms and liberties as outlined in the U.S. and Wyoming constitutions." According to the Cowboy State Daily's Leo Wolfson, moderate House Republicans described the Freedom Caucus as "too far right. Conversely, members of the Freedom Caucus have said these more centrist Republicans.. [are].. 'liberals' and couch them as adversaries who side with Democrats." The caucus supported legislation to lower taxes, eliminate gun-free zones, ban abortions, and ensure the state has closed primaries.
