Scott Richardson served in the United States Army from 1989 to 1998. Richardson earned a bachelor's degree in computer and information sciences and a master's degree in information technology from Arkansas Tech University in 2004 and 2006, respectively. His career experience includes working as the director of technology of CEI Engineering Associates, Inc., a service desk and desktop support manager with Experian Consumer Services, and an adjunct professor with the University of Arkansas. Richardson has been associated with the American Legion.
