Bill Flanigan was born in Clarksburg, West Virginia. He graduated from Liberty High School. He earned a bachelor's degree from Salem Teikyo University in 1996, a graduate degree from the University of San Francisco in 2000, and a law degree from West Virginia University College of Law in 2006. His career experience includes working as an attorney and business owner. He has been affiliated with Saints and Sinners.
