J.B. Jennings was born in Baltimore, Maryland. He graduated from Dulaney High School in Timonium, Maryland, and later earned an A.A. from Essex Community College in 1995 and a B.S. in Business Administration from the University of Baltimore in 1997. Jennings served as a staff assistant for Congressman Robert L. Ehrlich, Jr. from 1997 to 1998. He has been a member of the Maryland Air National Guard since 2008 and is a volunteer firefighter with the Jacksonville Volunteer Fire Company, Station 47, where he holds certifications as a firefighter, emergency medical technician, and rescue technician. Additionally, he served as a western firefighter for the Maryland Forest Service's interagency wildfire crew from 1992 to 1996. Politically, Jennings was first elected to the Maryland House of Delegates in 2003, serving until 2011, and was first elected to the Maryland Senate in 2010, taking office in 2011.
