
Cheryl C. Kagan served as a member of the House of Delegates from January 11, 1995, to January 8, 1993, representing District 17 in Montgomery County. She was first elected to the Maryland Senate in 2014 and has been a member of the Senate since 2015. Born in Washington, D.C., she graduated from Winston Churchill High School in Potomac, Maryland, and received her A.B. in Political Science from Vassar College in 1983. She participated in the Washington Semester Program at The American University in 1981 and completed graduate study at the University of Maryland, College Park, School of Public Affairs from 1991 to 1995. Professionally, she has served as the Vice President of Strategic Message Design Group, Executive Director of the Carl M. Freeman Foundation, a professor at Montgomery College, Executive Director of the Education Fund for Americans for Democratic Action, and Director of Community Engagement for the Mid-Atlantic Hub of the Bnai Brith Youth Organization.
